Similarly, the speed with which organizations can patch discovered vulnerabilities will determine whether AI-assisted vulnerability discovery benefits attackers or defenders in a given context.

## Sharper Swords, Tougher Shields

The U.S. government is actively exploring how AI can be used to both augment its cyber capabilities and bolster its defenses, as well as how to secure increasingly sophisticated AI systems.  Vulnerability discovery is a key area of focus.  AI-powered fuzzing techniques, which involve feeding random or mutated inputs to a program to identify vulnerabilities, can significantly accelerate the discovery process. LLMs can enhance fuzzing by generating valid inputs at scale, potentially automating the exploration of entire code repositories.

However, the ultimate impact of this increased vulnerability discovery depends on factors beyond AI's capabilities. The speed of exploitation versus patching, influenced by factors like national vulnerability disclosure policies and organizational patching practices, determines whether the advantage goes to offense or defense.

## The Marginal Effect and Threats

Analyzing the marginal effects of AI on various phases of cyber operations provides valuable insights. For example, generative AI can enhance social engineering and spearphishing attacks by creating highly convincing text, voice, and image content. While the click-through rates of AI-generated phishing emails may currently be slightly lower than those crafted by humans, the efficiency gains are substantial.  This "quality versus efficiency tradeoff" may be particularly appealing to opportunistic cybercriminals seeking to maximize their reach.

However, not all threat actors will benefit equally from these advancements. State-sponsored groups with specific targets and a focus on covert operations might not find the same value in scaling up phishing operations with slightly lower success rates.  Similarly, while LLMs can generate malicious code, their impact on offensive capabilities might be marginal compared to existing techniques and tools available to hackers.

Instead, the broader use of LLMs in software development might inadvertently increase the attack surface by introducing insecure code, offering more opportunities for attackers using existing techniques.


## Incorporating AI into U.S. Cyber Strategy

As AI becomes increasingly integrated into cyber operations, U.S. national cyber strategy must adapt to address both the opportunities and risks presented by this evolving landscape.  Moving beyond the simplistic "offense versus defense" dichotomy is crucial. This requires prioritizing the most impactful and likely AI-enabled cyber threats, leveraging AI to reduce the attack surface, and developing effective responses to evolving threats. Policy should address incentives for secure software development practices, encourage vulnerability disclosure and patching, and promote international cooperation on AI and cyber security norms. Four Missouri Military Academy cadets have been awarded GenAI Scholarships through a partnership with the U.S. Army Cadet Command, Fusion Cyber, and Florida International University. The $14,000 scholarships provide intensive 24-week training in generative AI, preparing the cadets for future careers in cybersecurity and technology.

Four Missouri Military Academy (MMA) cadets have been awarded GenAI Scholarships through a partnership with the [U.S. Army Cadet Command (JROTC)](https://usarmyjrotc.army.mil/), [Fusion Cyber](https://www.fusioncyber.co/), and [Florida International University's Jack D. Gordon Institute for Public Policy](https://gordoninstitute.fiu.edu/).

Valued at $14,000 each, the scholarships were awarded to Cadets Daniel Bravo, Sean Mumm, Eric Shellabarger, and Gunnar Ward. Earning scholarships in a program typically serving college students and working professionals, the MMA cadets are part of a select cohort of JROTC cadets participating to gain early, career-focused training in artificial intelligence.

## The GenAI Training Program

The cadets began their GenAI training in September. An intensive 24-week job-skills training program designed to equip participants to solve complex engineering challenges using generative artificial intelligence technologies, the GenAI Application Engineer & Securing Program emphasizes collaboration, innovation, and real-world application development through hands-on AI projects and research.

The GenAI program includes six phases that build practical AI skills step by step:

- Foundations of GenAI engineering
- AI-assisted coding
- System architecture
- Full-stack applications
- Enterprise-level AI engineering

- Capstone build, demo, and portfolio showcasing their work

## MMA's Cyber Program Excellence

MMA was selected for this national partnership based on the strength of its Army JROTC Cyber Program and the number of cadets who have earned industry-recognized information technology certifications. The AJROTC Cyber Program is part of the U.S. Army's initiative to integrate STEM curriculum in high schools nationwide. MMA is one of approximately 10 schools nationwide participating in the AJROTC Cybersecurity Pilot Program.

MMA's AJROTC cybersecurity program provides cadets with the opportunity to earn industry-standard IT certifications and develop critical skills in cybersecurity, coding, and information systems, giving them a strong foundation for future leadership in technology-driven environments.

Earning career-ready certificates while completing their high school education at MMA, Cadet Shellabarger has earned his CompTIA ITF+ certificate, while Cadet Mumm is certified in CompTIA ITF+ and CompTIA Network+. The commercial certifications held by the scholarship recipients include:

## Cadet Aspirations

Bravo, a high school junior from Dublin, California, said his goal is to gain a deeper understanding of the core concepts behind large language models, machine learning operations (MLOps), and other components of the AI stack. He said he was stunned when Chief Landrum informed him about the program and benefits he could receive.

"I am focused on IT for my future, and this will benefit me in personal growth and becoming more creative with technology," Bravo said. "After graduation, I plan to attend a military service academy, as I've concluded that military structure is where I find growth."

Cadet Ward looks forward to pursuing a career in cybersecurity with the US Navy. A high school junior from Union, Missouri, Ward also expressed his excitement for the program's real-world applications.

"I was surprised when I found out I got the scholarship — it was a real shock. It felt great to get the opportunity to learn more about a growing industry," said Ward. Similar to Bravo's aspirations, after MMA, he hopes to attend the U.S. Naval Academy and pursue a successful career in the Navy.

"I hope to learn how generative AI is going to affect our future and how to utilize it to its fullest extent," Ward added. "The reason I'm participating is because I realized that AI is an inevitable part of our future, and it's best to be ahead of the curve and prepare myself for a potential career in AI."

UK and Fusion Cyber partner to close the cybersecurity talent gap

Whatever the developments in Washington, Task Force Movement retaining commitment to get military-connected community into gainful employment.



The latest meeting of Task Force Movement (TFM) – the public-private partnership to shepherd the military-connected community into jobs in industries needing workers – was held Feb. 25 at the Washington Hilton in the midst of The American Legion’s Washington Conference, itself held in the midst of a city rocking with more than the usual turbulence new presidential administrations bring.

The Hon. Patrick Murphy, TFM chairman, stated that as 30% of the federal workforce are veterans, “our work is more important than ever,” and that work has to be both hard and smart. Executive Director Elizabeth Belcaster reiterated that “our mission hasn’t changed,” and that TFM is continuing to work with others across the political spectrum.

Much of the attention in the morning session focused on the International Union of Elevator Constructors (IUEC) and its drive toward even more assistance to those who have served. General President Frank Christensen talked about the union’s Veteran Assistance Program (VAP), established about 18 months ago, and how he was personally inspired by his World War II veteran father’s experiences in VA hospitals. Through the VAP, members and non-members alike can receive assistance with VA benefits and disability claims via their union locals’ veteran committees. Christensen put it bluntly: “What’s owed to them, they should get.”

This assistance is only part of what Col. (ret.) Sam Whitehurst, vice president of the Dixon Center for Military & Veterans Services and TFM recording secretary, called a “wraparound system” that IUEC and other participants in the national Helmets to Hardhats transition program seek to “grow and export.” Another part is highlighting the ways in which life in a union can replicate life in the military; Helmets National Director Martin Helms listed the “stressors” employees in the two don’t have to think about daily, from benefits to retirement to health care: “just show up and do your job.” Also replicated are less tangible, but no less real, elements such as camaraderie, purpose and leadership.

A high priority of the IUEC, Helmets to Hardhats and all such programs is community penetration – currently, only 3% of GI Bill beneficiaries use it for on-the-job training and apprenticeships. IUEC-VAP National Co-Chairman Ryan Donnell characterized the ongoing debates about the federal workforce as “the greatest attack on veterans’ jobs in our lifetime.” But Task Force Movement is marking new developments and gaining new partners all the time. Chris Etesse, a TFM senior adviser and CEO of Fusion Cyber, introduced the meeting attendees to Alice, a conversational AI that can help veterans with location-personalized benefit and claim information. Going live in versions and multilingual, its corpus of knowledge is fed by interactions with users, but HIPAA-sensitive details are not saved. Former Army aviator Justin Schaffer’s consulting company Growth Navigator Solutions joined recently; Schaffer and Murphy were friends in college. And building on the success TFM has had working with the State of Illinois, Jisu Hong – associate vice president for economic development and innovation of the University of Illinois System – attended the meeting to explore potential joint opportunities.

Toward the end of the meeting, after updates on the cybersecurity and health-care sectors, Belcaster mused on whether cuts to federal jobs and programs will cause more veterans to turn to options such as the Department of Defense’s Transition Assistance Program (TAP) and SkillBridge. “The model has always been,” she said, “to get a graduate a job.” Etesse stated later that “the workforce challenges are only increasing” – but, because of TFM’s work in connecting people, places and programs, it is uniquely positioned to help.


Our mission hasn’t changed

Red Hat on Friday released an “urgent security alert” warning that two versions of a popular data compression library called XZ Utils (previously LZMA Utils) have been backdoored with malicious code designed to allow unauthorized remote access. The software supply chain compromise, tracked as CVE-2024-3094, has a CVSS score of 10.0, indicating maximum severity. It impacts XZ Utils versions 5.6.0 (released February 24) and 5.6.1 (released March 9)


# Urgent: Secret Backdoor Found in XZ Utils Library, Impacts Major Linux Distros

A secret backdoor has been discovered in the XZ Utils compression library, used by several major Linux distributions including Fedora, Kali Linux, and openSUSE.  This has been reported by The Hacker News.

**Key Details:**

* **Vulnerability:** CVE-2024-3094, with a CVSS score of 10.0 (maximum severity).
* **Affected Versions:** XZ Utils 5.6.0 (released February 24) and 5.6.1 (released March 9).
* **Impact:**  Malicious code allows unauthorized remote access, potentially hijacking the system via interference with the `sshd` daemon and `systemd`.  The attacker can inject code into the OpenSSH server, allowing execution of arbitrary payloads before authentication.
* **Discovery:**  Andres Freund, a Microsoft engineer and PostgreSQL developer, discovered and reported the issue.
* **Attribution:**  The malicious code was introduced via commits by a user named Jia Tan (JiaT75) to the Tukaani Project on GitHub.  The repository has since been disabled by GitHub.
* **Affected Distributions:** Primarily Fedora 41 and Fedora Rawhide.  Distributions like Alpine Linux, Amazon Linux, Debian Stable, Gentoo Linux, Linux Mint, Red Hat Enterprise Linux (RHEL), SUSE Linux Enterprise and Leap, and Ubuntu are *not* impacted.
* **Recommendation:** Downgrade to XZ Utils 5.4.6 (or a similarly uncompromised version) as a precaution. Fedora 40 users are advised to downgrade to a 5.4 build.

**How the Backdoor Works:**

The malicious code is heavily obfuscated. It involves a prebuilt object file disguised within a test file in the source code. During the `liblzma` build process, this object file is extracted and used to modify functions in the library, allowing interception and modification of data interactions.

**Responses:**

* **Red Hat:** Issued an urgent security alert.
* **JFrog:** Provided analysis on the backdoor's functionality.
* **GitHub:** Disabled the affected XZ Utils repository.
* **CISA:** Issued an alert urging users to downgrade.

**Note:** At the time of this report, there are no reports of active exploitation in the wild.
